Dec 9, 20212:17Now PlayingOn this day in 1863, President Abraham Lincoln offered his plan for national reconciliation following the Civil War.
Known as the 10 Percent Plan, this required just 10% of Confederate state voters to vow allegiance to the Union, ending Confederate secession and opening the door for readmission.
In response to Lincoln’s plan, Congress passed its own plan called the Wade-Davis Bill, which would have changed the 10% allegiance requirement to a majority. It would have limited former Confederate’s participation in politics and state reconstruction and called for Blacks to receive more equality under the law, but Lincoln pocket vetoed this bill.
