45:48Now PlayingAround 6:27 PM on January 1, 2026, Officer Nicolas Bizien with the Rutherford Police Department observed a black 2012 Jeep Wrangler illegally parked in front of fire hydrant at the intersection of Park Avenue and Spring Dell Avenue in front of Playa Bowls. He made contact with the driver, who was identified as Alina Tejada. As he was speaking with Alina, he detected the odor of alcohol and observed other indicators of impairment.
Alina initially denied consuming any drinking anything. She eventually admitted to consuming 2 Tito’s at her home. Based on his suspicion of impairment, Officer Travis Ritter was called to the scene to assist with field sobriety exercises. After Officer Arrived on scene, Alina was asked to perform field sobriety exercises.
The first exercise was the Horizontal Gaze Nystagmus test. During the HGN test, Officer Ritter observed all indicators of impairment. The second exercise was the Walk and Turn. During the Walk and Turn test, Alina failed to touch heel-to-toe on each step and turned improperly. The final exercise was the One Leg Stand test. During the One Leg Stand test, Alina failed to raise her foot in the proper fashion and put her foot down multiple times before the test was complete.
Based on the odor of alcohol, her admission to consuming alcohol earlier that day, and her inability to satisfactorily complete the field sobriety exercises, Officer Bizien placed Alina under arrest for driving under the influence. Her vehicle was impounded by Nick’s Towing for a mandatory 12-hour hold under John’s Law. Officer Bizien initially transported Alina to the nearby Lyndhurst Police Department for the administration of the breath test.
At the Lyndhurst Police Department, Alina was read the Standard Statement for Motor Vehicle Operators, and agreed to submit breath samples. Following the Alcotest, Alina was transported to the Rutherford Police Department for further processing. When the officers were finished with processing her, Alina was released a sober adult pending her court appearance after they signed the Potential Liability Warning form on Alina’s behalf.
Alina was issued the following traffic citations:
-Operating under the influence (39:4-50)
-Careless driving (39:4-97)
-Improper parking within 10 feet of a fire hydrant (39:4-138(i))
As of May 21, 2026, Alina’s case is still pending before the Rutherford Municipal Court.

The summary of events was based on records that are “open to public view through open access to public records” as defined in the Salzano case. In Ramos v. Flowers, 429 N.J. Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.
