WATCH: Lawmakers argue whether it is uncommon to reject congressional document requests

House Rules Committee ranking member Tom Cole, R-Okla., asked Rep. Jamie Raskin, D-Md., and Rep. Doug Collins, R-Ga., whether it was uncommon for the executive branch to push back on requests for documents from lawmakers. Raskin said it wasn't uncommon, but added that what was "absolutely breathtaking" was President Donald Trump's determination to "shut down all discovery," not producing any documents for the impeachment proceedings. Collins said, however, it was common. Cole then asked if it constitutes high crime or misdemeanor to push back against those requests. Collins said, regarding this issue, "to say this is unheard of is not right." The House committee met on Dec. 17 to determine the rules that will govern the full House vote on the articles of impeachment against Trump. The two articles charge Trump with abuse of power and obstruction of Congress. The vote is slated for Dec. 18.
