Brown states it shouldn’t be overlooked that where shutdown regulations happened at the local or county level, COVID rates weren’t as high as they were where regulations happened at a state level. And Burns is saying that regardless of where regulations are coming from, the pandemic itself is preventing jobs from happening in the first place, and when they do happen COVID cases rise.
