Bilbrey was attempting to ask the members of the *Muncie Board of Works about thousands of TAX DOLLARS that he discovered had been being paid out to a property that was in the private sector. (At the time of the recording & original release of this video: 12.07.22 the property was private & had been private for awhile... as well as, at the time of the 2nd airing of the video: 09.10.23, it was still in the same private control!)
Bilbrey had been shut down everywhere for weeks by the time he stood in front of the BOW's on 12.07.22... Bilbrey stood in front of the BOW's attempting to get answers because the Council did not approve the payment and the BOW's was the next stop! Bilbrey had dealt with the BOWs countless times... he knew them and they him! But they attempted to push back against Bilbrey... from the very start... and eventually the BOW's President (a former Muncie City Councilor) Linda Gregory, attempted to shut the meeting down... Bilbrey held his own and they ended up cutting the mic, the lights and the LIVE Stream just 2 minutes & 10 seconds into Bilbrey speaking!
*(The City of Muncie, Board of Public Works) is a 3 member board appointed by the Mayor of the City. They meet weekly (on Wednesday mornings at 9a) to handle the day to day, week to week business of the city that relates to:
- Construction Bids & Quotations...
- Contracts, Agreements, Proposals & Addenda...
- Use of Public Right-of-Ways, the Vacation of Public Right-of-Ways, Noise Ordinance Exemptions...
- Payment of Claims as it Relates to the Week to Week, Month to Month Operation of the Various Departments within City Government (*They operate within the Budget set forth by the City Council)...
- Approval of Street Department Work and Various Related Items...
