Why Didn't the Germans BEFRIEND the Soviet Population Upon Invading?

When the Germans invaded the USSR in June 1941 some of the Soviet people greeted them as liberators. They hoped for a better future once the Germans had defeated the Soviet regime. This raises the question: why didn't the Germans did an effort to befriend the Soviet population? Since they acted with severe brutality right from the getgo. The reason can be found in Nazi ideology where the Slavic pepople were seen as racially inferior and were treated accordingly. However Hitler reluctantly approved Soviet collaboration, his soldiers acted barbarically during the invasion and later retreat of the USSR. The Germans did treat the Kalmyks of Southern Russia with respect when launching Operation Fall Blau in the summer of 1942. Many Kalmyks sided with the Germans. But at the end this did not alter the outcome of the campaign in Germany's favor. Befriending the Soviet people was simply not inherent to the Nazi regime's nature.
