Around 12:17 PM on December 16, 2024, Patrolman Dylan Wisniewski with the Seaside Heights Police Department observed a male and female smoking inside a stolen 2012 Toyota Camry in the parking lot of the Atlantic Inn Motel. Soon afterwards, he observed the vehicle being driven on Sherman Avenue before pulling into the parking lot of a 7-11. A check of the vehicle’s plate indicated that it was stolen. After the driver left the 7-11 parking lot and headed northbound on the Boulevard, he initiated a traffic stop in the vicinity of Fremont Avenue and the Boulevard.

He made contact with the occupants of the vehicle after Corporal Douglas Roemmele arrived on scene to assist. The driver, later identified as Felicia Raffensperger, was immediately instructed to exit the vehicle. When it appeared she may flee the scene, Patrolman Wisniewski immediately led her out of the vehicle and placed her under arrest. Felicia claimed that the vehicle belonged to her boyfriend, but the vehicle had already been reported stolen. She was escorted to the patrol car and placed inside after he conducted a cursory search of her persons.

Her passenger Vincent Johnson was also placed under arrest. A search of the vehicle indicated the presence of marijuana, oxycodone, and MDMA. Both subjects were brought to the Seaside Heights Police Department and processed at the station.

Felicia was charged with the following:

-Receiving a stolen vehicle (2C:20-10.2A)

-Possession of CDS (2C:35-5B(5))

-Possession of CDS (2C:35-10A(1)) – 2 counts

-Possession of prescription outside of container (2C:35-24) – 2 counts

-Driving with a suspended license (39:3-40)

-Operation of a motor vehicle while in possession (39:4-49.1)

Felicia has previously been arrested for theft of a motor vehicle in Mount Laurel, New Jersey on October 3, 2024. She has another previous arrest for DUI in Southampton, Pennsylvania on July 2, 2024.

Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.
