Woman Tries to Save a Deer and Gets Arrested for Creating a Traffic Jam Under the GWB

Around 7:16 PM on October 3, 2025, Officer Thomas Carlson with the Palisades Interstate Parkway Police Department responded to a report of an injured deer on Henry Hudson Drive on a road under the George Washington Bridge. He arrived on scene and made contact with Officer Velarole with the Port Authority Police Department, as well as a woman who was trying to assist a deer that was in agonal breathing. It appeared that the deer had fallen from a cliff. The deer was in agonal breathing and it was evident that it was going to pass on soon. The woman, later identified as Irda Lazimi, was instructed to get back into her vehicle and drive away.

Instead of obeying the officers’ orders, she kept calling 911 and asking them to send an ambulance for the deer. Her refusal to move her vehicle had caused a traffic jam resulting in gridlock traffic under the George Washington Bridge. Since she kept disobeying Officer Carlson’s orders, Sergeant Jeffrey Kimbro was called to the scene to assist. Sergeant Kimbro once again afforded Irda the opportunity to get back into her vehicle, but Irda refused to obey his orders. At this time, she was informed that she was under arrest for obstruction.

Irda was placed in handcuffs and escorted to the patrol car. A tow truck was called to impound 2012 Chevy Cruze that she was driving. Sergeant Kimbro transported Irda to the Palisades Interstate Parkway Police Department station in Alpine, NJ for further processing. After Irda was photographed and fingerprinted, she was eventually released with summonses pending her court appearance.

Irda was charged with the following:

-Delaying traffic (39:4-56)

-Impeding the flow of traffic prohibited (411.1J)

-Failure to possess driver license (39:3-29A)

-Obstructing administration of law (2C:29-1A)

-Calling 911 Without Needing 911 Service (2C:33-3E)

-Disregard of lawful order (408.1(F)1)

-Creating a hazardous condition prohibited (408.1(F)11)

-Obstruct vehicular or pedestrian traffic (408.1(F)4)
