As the election approached and inflation continued to burden American families, Vice President Kamala Harris unveiled a series of new policies aimed at "lowering costs for American families." Harris presented these proposals in a speech on Friday at 2:45 p.m. ET in North Carolina, just days before the Democratic National Convention in Chicago.
Among the policies was a plan to eliminate taxes on tips, which closely mirrored a proposal previously put forward by Donald Trump. This move came despite Harris having previously cast the tie-breaking vote on legislation to bolster IRS enforcement. Additionally, Harris proposed:
Price controls to address what she described as "corporate price-gouging" in the food and grocery industries.
* A $25,000 subsidy for first-time homebuyers, targeting those with a two-year history of on-time rent payments to assist with down payments.
* Caps on prescription drug costs and the elimination of medical debt for millions of Americans.
* An expanded child tax credit offering $6,000 per child during the first year of a baby’s life.
Harris’s speech also touched on efforts to lower rent costs, support struggling renters, and address the influence of data firms and Wall Street in driving up lease rates and housing costs. She called on Congress to pass the Preventing the Algorithmic Facilitation of Rental Housing Cartels Act and the Stop Predatory Investing Act, both aimed at curbing practices that increase housing costs and exploit communities.
Furthermore, Harris advocated for the construction of three million new housing units through construction tax incentives and a $40 billion proposal to help local governments build or preserve affordable housing units.
Critics, including former President Donald Trump, were quick to respond. At a news conference on Thursday, Trump condemned the package, labeling it as "Venezuela-style communism" and claiming it was an acknowledgment of the failure of the current administration’s economic policies.
Harris’s proposals sparked debate, with some framing them as a continuation of the Democratic Party’s shift toward more aggressive government intervention in the economy, while others questioned the effectiveness and potential consequences of such measures.
