Sponsored by Senator Ron Latz, DFL-St. Louis Park, the measure allows law enforcement agencies to retain the video, but it could be obtained by the public if an officer causes substantial bodily harm to an individual or a firearm is used. A controversial provision allows the video to be used by law enforcement officials when compiling an incident report.
