The White House, on the other hand, opted not to sanction the crown prince directly, citing one senior administration official as saying that doing so would place the US in an extremely "hostile" role with Saudi Arabia, a key regional security partner. The report was the first time the US government officially blamed Mohammad bin Salman for Khashoggi's gruesome murder. It was drafted by the Office of the Director of National Intelligence.
