If the sandwich is cold, you can pay with food stamps at Subway. Food stamps are not accepted if the food is hot at the point of sale.
If it's a cold sandwich, though, you'll be fine, but you won't be able to eat it in the store. Strange. But it gets weirder from there. All the SNAP rules are complicated. SNAP money can be used to purchase high-end espresso pods. You won't get very far with the modest amount of money the government gives you through their program, due to the pods' priciness.
Finally, as long as the meal isn't too hot, you may pretty much buy whatever you want, even steak and lobster. However, given the high cost of food, statistics show that persons on SNAP or EBT are less likely to purchase higher-priced items.
To make things even more complex, laws governing what can be done with SNAP vary from state to state and retailer to store. Food prices, unfortunately, continue to rise. As a result, expect to hear about nutrition aid in the news as low-income people struggle to eat.
